Setup Command Does Not Refresh Plugin Registry

      For a new installation, the Plugin Registry is not initially populated, meaning Core plugins (that are activated by default) do not have their database schemas applied. Re-running the database schema will not fix this problem until after the Platform Administrator visits the COmanage CO Plugin management page.

      Setup Command should populate the Plugin Registry before the database schema is applied. Existing deployments will need to do this manually.
