I have an enrollment flow using the Attribute Collector with the following attribute configuration:

• Display Label: Preferred Pronouns
• Status: Active
• Order: 5
• Required: false
• Attribute Attaches To: Person
• Pronoun Preference Type: Default

Specifically, the attribute is not required. If I complete a Petition and populate the pronouns field everything works fine. However, if I leave the field blank

1. The form submits successfully, and the step results in "Petition Attributes recorded". petition_attributes is correctly populated.
2. Finalization fails with the error "Entity save failure. Found the following errors (pronouns._empty: "This field cannot be left empty")." This error only appears in the Petition History.
