CO Admin Cannot Reorder Enrollment Attributes

    Description

      A CO Admin cannot use drag and drop to reorder petition attributes. Also, the error doesn't appear until the next page is rendered, which is unhelpful since the reordering happens on the drop (not the page refresh).
