"IdPs to prefer for the EDS" only shows one identity provider and does not show past selections

    Description

      In the CMP Enrollment Configuration, if I set "IdPs to prefer for the EDS" to the following value:

      urn:mace:incommon:nih.gov
      https://login.icermali.org/idp/shibboleth
      https://login.iceruganda.org/idp/shibboleth
      https://google.cirrusidentity.com/gateway
      https://win-live.cirrusidentity.com/gateway
      https://yahoo.cirrusidentity.com/gateway

      Only the second item on that list is shown on the EDS page. If the user has logged into the Registry in the past, their previous choice of IdP is not listed.
