COU members aren't added to their parent CO's "members" group

    Description

      Given a CO named "Foo" that contains a COU named "Bar", I can enroll a user into the Bar COU, and COmanage Registry will automatically add them to the "members:Bar" group. However, it does not automatically add them to the "members:Foo" group.
