Add /local Path to Cake Logs

Currently, /local/tmp points to a directory (as defined by Cake) that not only includes tmp data but also Cake logs. While it's not clear that most sites will want to maintain these logs, there should be an option to point to a somewhat more persistent directory (eg: /var/log/registry).
