Database schema incorrectly created

cake schema generate/cake schema create does not properly set up database schema:

1. Prefix is doubled (cm_foo becomes cm_cm_foo)
2. cm_users is created as a table rather than a view
3. Tables that are not associated with models are not created (eg: cm_api_users)
