Improve Cache Clearing

The 'cake cache' command is somewhat unreliable (see eg CO-1219). Perhaps instead of calling the internal command just rm the appropriate files? (Assuming the caller has permission... if not, throw an error? Or maybe that's the problem in the first place?)
