Grouper Provisioner subject source does not filter expunged CoPeople

The current Grouper Provisioner creates a SQL subject source for Grouper that does not properly filter out CoPerson records that are expunged. The result is that when viewing Grouper subjects using the Grouper UI CoPerson records that have been expunged continue to be shown.
