GrouperProvisioner status does not update for ProvisioningActionEnum::CoPersonPetitionProvisioned

The status call for a group looks at the modified column on the CoGrouperProvisionerGroup object. That object is not updated during a ProvisioningActionEnum::CoPersonPetitionProvisioned action.

Either status needs to be more sophisticated or the logic that acts on the petition provisioned action needs to tickle the modification time.
