Polish mobile theme

Ensure that the mobile them (and by default the desktop theme) is highly polished and usable. More than simply integrating a mobile framework (CO-1302), this ticket involves fine-tuning and testing on phones and tablets to ensure proper behavior with touchscreens and changes in device widths, etc.
