Make JobShell Fully Asynchronous

    Description

      JobShell should become fully asynchronous, with commands to queue jobs instead of running them directly, and status commands that queries CoJobs and CoJobHistoryRecords for updates.

      The asynchronous processing would happen via cron, possibly via a different command (ProcessJobShell?) to avoid confusion.
