CoPetitionHistoryRecord vs Cascade Delete

CoPetitionHistoryRecord is NOT changelog enabled even though CoPetition is, so archived petition remains available but CoPetitionHistoryRecord does not (due to cascaded delete). Either changelog enable or remove cascade.

(Is there a similar issue with HistoryRecord? – No, it is already changelog enabled.)
