Ordering of Menu Items Should Be Based On Localized String

    Description

      Currently, menu items (in particular the Configuration menu) are mostly alphabetized by their assumed English translation. They should instead (mostly) be alphabetized by their actual language string (ie: the result of _txt(foo)). Some (such as CO Settings) should remain at the top (out of order).
