All vs Active Members Groups

    Description

      Prior to v1.1.0, the members groups consisted of all members in the CO/COU, however this was not documented. Originally for v1.1.0, the behavior switched to active members only, and became documented. However, use cases for both exist.

      Restore "members" to all members, and create a new "activeMembers" group for active members.
