Autocreate Admin Groups

    Description

      When a new CO or COU is created, the appropriate admin group ("admin" or "admin:COU") should also be created.

      Additionally, "admin" should be a reserved prefix for group names, and UI and REST API shouldn't allow non-admins to create groups with that prefix.
