Adjust multiple org identity mapping to single CO role

    Description

      Currently, multiple org identities attached to a single CO identity are handled by having multiple identifiers attached to a single org_person. This probably isn't right.

      Instead, additional org_identities should be created and linked via cm_co_person_sources, which should allow many-to-one org_identity_id to co_role_id. (It effectively allows this already, but the semantics aren't defined.)
