Reevaluate Extended Attributes Implementation

    Description

      There is a lot of complexity in the implementation of Extended Attributes (custom SQL required to generate per-CO tables, duplicate logic in various controllers to handle the special tables, etc).

      Consider reimplementation, possibly as a simple key/value pair (or co/key/value).
