COU admin cannot view or start enrollment with petitioner authorization set to CO or COU admin

    Description

      The enrollment flow has Petitioner Enrollment Authorization set to 'CO or COU Admin' but when a COU Admin (not a CO admin nor a Platform admin) is logged in and chooses People -> Enroll the enrollment flow is not shown.

      Browsing directly to the enrollment flow results in "Permission Denied".
