Terms and Conditions content field

To enable better auditing of the T&C, a content field is required to store the actual T&C a user can agree to, allowing versioning of the content without depending on the remote source. This also fixes problems where the remote source does not allow iFrame-ing the content due to content-policies (e.g. when you host the T&C on Github)
