Reimplement Provisioner Delete Actions

    Description

      Handling of delete actions during provisioning has evolved into a bit of an inconsistent mess, in particular due to the introduction of ChangelogBehavior. Overhaul handling of deletes given that the deleted record remains available to be passed to the provisioner backends. (ie: There shouldn't be a need for caching or other tricks.)
