Copy of Template CO has status Template instead of Active or Suspended

When a Template CO is duplicated, its copy has status Template as well. Although that is a conceivable workflow (creating a different template based on an existing template), the expected use case is to create an Active CO based on a Template CO.

Although the CO needs to be added anyway so the name of the CO can be set properly, and the status can then be changed at the same time, it would be slightly more convenient if the status was set to 'Active' upon duplication. Alternatively, the state could be set to 'Suspended' until the new CO is configured completely. Either way, 'Template' does not seem like the proper state.

I see that a similar issue occurs for duplicating template Enrollment Flows.

While it is true that the action is named 'Duplicate' and not 'Create active from template', I think the actual use case for these buttons is the latter.
