Improve UX on Duplicate Enrollment

If a petition is flagged as duplicate and the enrollment flow duplicate enrollment mode is 'create new role if different cou', the petitioner is dumped to an error page with a message that the enrollment was flagged as duplicate. Instead, the petitioner should be sent to a configurable landing page (maybe just redirect_on_finalize?), possibly with a message that they were already enrolled.
