RedirectOnConfirm Should Support return_url

Currently, return_url only applies to redirect_on_finalize. However, it should also apply to redirect_on_confirm since (when approval is required) that is the last interaction with the petitioner. (If redirect_on_finalize is configured, it will apply to the approver.)
