enrollment without email confirmation fails

    Description

      An enrollment flow configured with Email Confirmation Mode set to None will fail at the establishAuthenticators step even if the CO has no authenticators configured. This happens because the isAuthorized() function for CoPetitionsController.php computes permissions with
