Platform admin cannot view configured announcement channels

If the platform administrator is not also a COadmin or COUadmin she cannot see the list of configured announcement channels when attempting to add a new announcement.

The drop-down for Announcement Channel on /announcements_widget/co_announcements/add/co:n is empty.
