CODepartment type is not working properly

After the implementation of the CO Department type feature, which extends the CO Extended types model of COmanage, we identified some more refactoring that needs to be implemented and refers to:

• The error message presented to the user when the extended type is used
• determine if the extended type is used. Currently, on CO Person and CO Person Role types are supported
• Update Validation fields to include CO Id. Currently this is only available for Controllers extending MVPAController. We will move it to StandardController to support all the models that call
