caching after deployment setup causes error when PostgreSQL is backend

    Description

      If PostgreSQL is the database backend and deployment is done in the order

      • deploy registry code
      • setup cache space
      • run ./cake database
      • run ./cake setup

      then when the registry is accessed via a web browser one will see "An Internal Error Has Occurred".
