Add arbitrary email address to recipients of 'Notification Group' Enrollment Flow configuration

Currently, the notifications configuration for enrollment allows a group of CO persons to be notified for enrollment actions. It would be useful to be able to add an arbitrary email address to the list of recipients for these notifications.

According to Benn, you "could probably do this either by adding email addresses to CO Groups or by using Message Templates for the notifications."
