all email configuration per CO

For a multi-tenant deployment it would be helpful if all details available to be configured in the platform wide email.php file could instead be configured (over ridden perhpas) with a per-CO configuration.

A specific use case is being able to have COmanage Registry send an email verification email during a self-signup enrollment and have the Reply-To: header set to a value the CO administrator configures.
