BulkLoad Shell Lookup Keys By Name

BulkLoad Shell should support the ability to map a name to an ID. For example, a CO Person Role could include a reference to "cou": "Foo", where Foo would be mapped to (eg) cou_id 23 (by loading a mapping of COU IDs when the Shell starts up).
