Enable Enrollment Plugins via Optional Mode

Currently, only start and petitionerAttributes permit plugins to run if the core step does not. However, other steps should support this. In particular, checkEligibility should allow custom eligibility checks outside the OIS plugin infrastructure. Maybe checkIdentifier also.
