Message body fields in email template cannot be marked as required by backend

    Description

      Because we allow either plain-text, html, or both message bodies in the Email Template form (e.g. /registry/co_message_templates/edit/nn ), the Message Body fields cannot be marked as required by the back end. We should remove the requirement attributes for these fields so the form can be submitted with an empty message body.
