Categorizing Configuration Menu

The CO configuration menu in COmanage currently lists all menu items in alphabetical order. While experienced users are familiar with this list, the relative location of menu picks, and the name of the options they would like to access, newer users have a learning curve when using this menu page.

To facilitate both experienced and new users, suggest grouping menu picks that serve similar functions, and including headers for each set of groupings to better support individuals as they seek to perform particular functions. To ensure that experienced users still can quickly find the options that they need, recommend that all menu picks still be available at the top level of this page (i.e., rather than using a tabbed or other interface.)
