JiraProvisioner functionality overlap with CoProvisioningTarget

    Description

      The JiraProvisioner includes the ability to configure a CO Group and only CO Person records that have a membership in that CO Group are provisioned to Jira.

      This functionality appears to overlap more generic functionality with provisioners.

      We should understand the overlap and to what extent the functionality in the JiraProvisioner should be removed/merged.
