General Users cannot view announcements via icon in left nav bar

Configured announcements are viewable when added to a dashboard, however, a normal user has a flag icon in the left nav bar for announcements.  If they click that they see a list of the announcements, but clicking on them results in the Red Permission Denied error.
The announcements are configure for only admins to edit but open for anyone to see.  
This is with version 4.0.2 latest from the Development Branch.
