Petition page DoB is rendered in UTC time

Our enrollment flow collects the date of birth of the enrollee from the petitioner.  When CO admins view the petition, they see a date that is close to, but not quite, the actual date that was entered.  E.g. I am in the US East TZ.  I entered a date of March 19, 1989.  However, on the Petition I see "Date of Birth    Sat, Mar 18th 1989, 19:00".  The time (5 hours ahead of US Eastern time) is the only clue that this date was not in my local time.  No TZ indicator is present.

Ideally, this would display the date in the local TZ of the web browser.  Less ideal but still reasonable would be to display the date and time in UTC, but to explicitly show the TZ.
