My population search filter double-encoding @ signs

Searching for an @ sign in the my population listing filters (and possibly elsewhere) are being double url-encoded: the @ sign becomes "%40" and then the % sign gets encoded to "%25" resulting in %2540 at the point of search. This breaks searches for email addresses at least.
