Petition Enrollment Flow Link Broken For Archived Flows

If an Enrollment Flow is reconfigured, Petitions continue to use the older configuration (this is documented behavior). However, the "Enrollment Flow" field in the Petition renders blank. (The foreign key in the database is valid.) Minimally, it should render the name of the flow along with an "archived" notation, the value should also be a link to the EF configuration.
