Present Subset of COUs in Enrollment Flow

Allow the COU field in a Petition to be populated with an arbitrary subset of COUs, rather than all (or 1, when pre-selected and non-modifiable). (In theory this could be a general capability for any select field, eg affiliation, but the initial requirement is just for the COU field.)
