The isAuthorized() method for the CoPetitions controller via the calculatePermissions() method computes a boolean $isApprover to determine if the authenticated user and CO Person is allowed to view the petition.

Tracing through the logic for the calculation of $isApprover one finds that the logic was not completely updated for the notion of the COU approvers groups.
