Plug-in Architecture for Extended Functionality

    Description

      Registry should support some form of plug-in architecture for extended functionality, such as the Manage My Delegates app proposed in CO-181.

      This should probably be based on Cake's plugins, perhaps with some standardizations so Registry can render some special menus or something.
