Petition Handling of Optional Attributes is Incorrect

    Description

      As an example, define a CO Petition with an attribute Identifier specified as Optional in the CO Petition Attribute. CoPetition.php adjusts allowEmpty to true for Identifier:identifier, and then AppModel::filterRelatedModel decides that all required fields are empty as a result, and drops the data from the transaction.
