Link to Petition From CO Person

After a Petition is approved, a link to the petition should remain available from the Role Attributes tab for the CO Person Role. (Currently, the link is only available while the Petition is not approved/the role status is not active.)

Also, a link to the Petition should be available from the CO Person Role details page.
