Enable Plugins Via UI

    Description

      Currently, ChangelogProvisioner ships with its plugin type altered so that it is disabled by default. This requires manually editing the Model, a change that is likely to get lost when upgrading.

      Instead, it should be possible for a CMP Admin to enable the plugin via the UI.
