COU Admin Gets CO Person Edit Button That Doesn't Work

If a COU Admin visits a page like /registry/co_people/index/co:2, they get a series of links to pages like /registry/co_people/edit/120/co:2, however they cannot edit the CO Person record. Either they should be able to, or the edit link should be removed. (Same applies to view.)
