Update of "Pending Confirmation" Petition Not Handled Correctly

Create a Petition requiring confirmation but not requiring approval. When the invitee accepts the invitation sent, status is updated incorrectly. The Petition status becomes "Pending Approval" but should go straight to "Approved" or "Active". The CO Person status stays at "Pending Confirmation", and the CO Person Role status (correctly) goes to "Active".
