Refactor CoInvites

    Description

      CoInvites is now overloaded and handles

      (1) Invitations to a CO as part of the default enrollment
      (2) Petition confirmations
      (3) Email verification (which can be for an org identity or a co person)

      Refactor into a common parent class (like MVPA?) with instantiations for the variations.
