CO Person Without Org Identity

      Description

      Allow a CO Person to be created (manually or via Petition) without an Org Identity, with the caveat that the CO Person will not be able to authenticate to anything. This might imply some sort of process for attaching an Org Identity later. (Self service account linking won't work since there is no authenticator.)
