T&C Splash Page at Enrollment

    Description

      In this mode, after a petition is submitted redirect to a splash page to agree to T&C. This should/could probably be done in conjunction with requiring T&C at login, though note the petitioner (who must also be the enrollee, so this only makes sense for self-signup) may not be able to login yet.
